Is Racism alive and well in the USA? Or, are Repeat Offenders alive and well in the USA?
 
 
First Time Offender vs Repeat Offenders
Ask any police officer and they will tell you it is rare for them to arrest a First-Time Offender.

Hence, police officers spend most of their time responding to 911 calls about repeat offenders.

Thus, police are encountering the same criminals over and over again via responding to 911 calls from residents in the same high crime neighborhoods.
 
 
Originate vs Reacting
Next, isn't the public just having a basic human "reaction" (as opposed to racism) to hearing the same high crime problems day after day, month after month, year after year, and decade after decade?

Second, how can it be racism when the 911 calls *originate*, again and again,
from the same high crime neighborhoods?

Three, why is it that same people are committing the same crimes again and again? Is not the top duty and responsibility of the Justice System to reduce crime?
