Ballot Ajudication should take place at the same time the voter is present at the polling station.
A person filling out a paper ballot can easily have a voting machine optical scanner SCAN that person's paper ballot and see if it is properly marked. If not, the voting machine can ALERT the user and/or poll worker there is a problem and tell that person to check their paper ballot. This is similar to say, a SELF-CHECKOUT at say, a Home Depot, Walmart, Target, or candy vending machines that accepts "CASH" and there is a currency bill scanner that reads the money to see if it is a possible counterfeit bill.
Hence, the Optical Scanner will say, "yes, your ballot marks are OK (or NOT OK)". And if not, the computer will say, "Hey, I have a question with these marks" on a separate computer screen that points it out.
Mail-In ballots are total fraud, with a poll worker determining ballot adjudication. If anything, a smart phone photo can be taken and uploaded, and then optical recognition software can say, "yes you filled out this ballot, and here are the choices I, the computer, was able to read. "
Or, if not, the computer program can say, "Hey, I can't read this mark on your paper ballot that you sent via a cell phone photo. Please check these marks."
With the above simple solutions, there is absolutely ZERO need for ballot adjudication by another person, or poll worker.

This whole 3rd Party Ballot Adjudication by poll workers by computer voting system is completely "backwards" and illogical for off-the-shelf, super-fast optical recognition technology. For example, Food and Snack Vending Machines read cash bills all day long and immediately reject unreadable or counterfeit cash bills. This gives the user a chance to use a different cash bill to pay for the candy or soda at the same time of purchase. This same philosophy should be taken with computer voting systems that scan paper ballots at the same time when each voter cast his/her vote.

Blue Cities should have way more resources, personnel, equipment, and should be like a factory or assembly line.
